Warsaw is gradually introducing standards for the protection and maintenance of green spaces. The documents are being drawn up with the involvement of experts. These standards serve as guidelines for all municipal departments involved in shaping the capital’s green spaces.
To date, four standards have been adopted by order of the Mayor of Warsaw:
The standard was developed to harmonise the rules for the selection, planting and maintenance of trees within the city. The document specifies recommended tree species, planting techniques and basic principles for ongoing maintenance, which promote proper growth and the longevity of the plantings.
The introduction of the standard is intended to ensure the high quality of new plantings and the effective protection of planted trees in urban spaces. Thanks to consistent guidelines for municipal units responsible for implementing projects and maintaining green spaces, it is possible to increase the number of healthy and safe trees in Warsaw, which is of particular importance in the context of the city’s adaptation to climate change and improving the quality of life for residents.

The standard is intended to make it easier for residents to obtain information on tree felling and replacement planting carried out by organisational units of the Capital City of Warsaw. The document sets out the rules for communication between various land managers in Warsaw and between the city and residents, and is an annex to Order No. 1580/2021 of the Mayor of the Capital City of Warsaw dated 6 September 2021.
Standard for providing information on tree felling
The standard was created in response to the intensive development of the capital and the associated threats to urban greenery. It is intended to assist in finding solutions that will enable the protection of greenery in development areas, including the preservation of as many trees and shrubs as possible. The standard covers three stages of the investment process: preparation, design and implementation of the investment. It is an annex to Order No. 1911/2022 of the Mayor of the Capital City of Warsaw dated 30 December 2022.
Standard for the protection of green spaces in investment processes
The standard defines the individual stages of inspecting trees and the areas where they grow. The document presents a diagram of the tree inspection and survey process, which is helpful for managing trees, planning their surveys and maintenance. The IT tools supporting the implementation of the standard are the MoDrzew and ArcZieleń applications, through which data is collected in the Greenery Database. The document is an annex to Order No. 668/2025 of the Mayor of the Capital City of Warsaw dated 25 April 2025. (the standard was originally adopted by the Mayor’s Order of 10 December 2021, updated on 14 February 2024 and subsequently on 25 April 2025).
Standard for dendrological inspections and analyses
The standard contains measures designed to protect trees and improve safety in their immediate vicinity. The choice of specific solutions depends on the results of the tree health assessment and the specific characteristics of the site where it grows. The document is an annex to Order No. 353/2024 of the Mayor of the Capital City of Warsaw dated 15 February 2024.
