Property lease

Event organisation

All outdoor events and filming organised on land managed by the Parks Department require prior approval and the signing of a lease agreement. These include, amongst others: picnics, fairs, festivals, film screenings, exhibitions, as well as photography and filming for film productions or advertisements.

Required documents

  1. Application for the lease of property;
  2. A declaration by the entrepreneur that they have no outstanding debts to the Capital City of Warsaw or the State Treasury, or that they have obtained a legally prescribed exemption, deferral or instalment plan for outstanding payments, or a suspension of the enforcement of the competent authority’s decision in its entirety;
  3. A copy of the main city map of the area covered by the application (in the case of a new lease exceeding 3 months), or a sketch map (in the case of a short-term property lease or the renewal of a contract);
  4. A resolution on the appointment of the Management Board and a resolution authorising the Management Board to enter into a lease agreement where the Housing Association is a party to the agreement;
  5. Tax Identification Number (NIP), National Business Registry Number (REGON)/Personal Identification Number (PESEL), and the series and number of the identity card.

Additional information

The provisions of the lease agreement will oblige the organiser to obtain all legally required consents and permits necessary to organise and carry out the project in question, including:

  1. a decision from the Mazovian Provincial Conservator of Monuments for areas listed in the register of monuments,
  2. obtaining a permit from the Capital City Security Centre of the City of Warsaw to organise a mass event, where the expected attendance is 1,000 people or more.

Good practices for organising events

  • all initiatives organised in green spaces must take into account the need to protect nature and biodiversity and interfere with fauna and flora as little as possible;
  • initiatives should be in keeping with the character of the site – its location, spatial conditions, size, current infrastructure and existing vegetation;
  • all infrastructure necessary for organising the event, such as a stage, tents and sound systems, should first and foremost be placed on hard surfaces and in a way that does not interfere with the ground, so as not to cause damage to the surface;
  • on lawns, installations may only be placed on specially adapted flooring;
  • vehicles are prohibited from entering green areas, including park paths and lawns – when planning the event, arrange for unloading and transport using, for example, hand-powered trolleys or electric carts;
  • the event space should be laid out in such a way as to minimise the risk of participants trampling and damaging greenery, e.g. by stepping on flower beds – do not place event-related infrastructure near groups of shrubs and flower beds, and if necessary, use protection to prevent the flower beds from being trampled;
  • it is not advisable to use equipment that generates excessive noise or harsh light – adjust the sound system and lighting to the size and nature of the event in such a way that, as far as possible, it does not disturb other users of the space or unduly disturb animals;
  • The areas made available by ZZW are public spaces; therefore, events organised there must be free of charge, open to the public and without admission fees; fencing off the event area is not permitted.

Do not do this when organising an event

  • do not place posters, signs, banners, etc. on trees;
  • installing electrical cables or hanging any items on lampposts and trees;
  • installing any equipment, guy ropes, etc., on tree branches, trunks and the ground;
  • pruning tree crowns, breaking branches and boughs of trees and shrubs;
  • carrying out additional planting and other interference with the landscaping;
  • storing items necessary for organising the event on unpaved areas, particularly under tree canopies and in the immediate vicinity of growing trees;
  • dismantling street furniture and fixtures (benches, bins, etc.);
  • setting up so-called ‘inflatable attractions’ (castles, slides, etc.);
  • driving and parking cars on green areas.
