The Vistula Boulevards

The Vistula Boulevards are a place that has undoubtedly brought the Vistula closer to the city, and the city closer to the Vistula. Since their creation, Warsaw has gained an attractive and modern space for recreation and relaxation on the riverbank, surrounded by greenery. Today, the Vistula Boulevards are one of the most prestigious parts of Warsaw. They are situated alongside historic sites: the Old Town, the Royal Castle, Marienstadt, the Royal Route – and those associated with modernity, such as the Copernicus Science Centre.

The redevelopment of the boulevards

Despite their central location, the Vistula Boulevards long played a marginal role. The area was unattractive and forgotten, and only the wind blew across the concrete expanse. And let us remember that it was precisely the proximity of the river that led to the city’s founding in the past. After years of neglect, at the start of the second millennium, the potential of the Boulevards was recognised by the Warsaw authorities, and their redevelopment became a priority. The aim was simple: to bring the Vistula closer to the city, and the city closer to the Vistula.

In 2008, Warsaw undertook a complex project – the redevelopment of 2,200 metres of the left-bank boulevard along the Vistula. The winner of the competition for the design of the new boulevards, RS Architektura Krajobrazu, placed particular emphasis on the harmonious interplay between the urban and natural structures. In addition to environmental, hydrological and technical issues, historical constraints and the construction of the second metro line posed a major challenge.

The design work was completed in December 2011. In January 2012, a tender was announced to select a contractor for the construction works. Work on the boulevards began in 2013. In August 2015, the first section near the Old Town was opened. Further sections were opened in 2017 and 2019.

Nature

The Warsaw section of the Vistula is part of the ‘Middle Vistula Valley’ Special Protection Area for birds. The floodplains of the Warsaw section of the Vistula are one of the ten most important breeding grounds in Poland for two bird species threatened with extinction in the European Union: the common tern and the little tern. The immediate proximity to the European Natura 2000 network of protected nature areas required the sensible provision of recreational areas along the river. The construction work took into account an increase in urban greenery, so that the boulevards directly reflect the natural character of the river’s right bank. Over two hundred trees, thousands of shrubs, perennials and bulbous plants, as well as lawns, were planted.

Hydrology and engineering

The Vistula in the boulevard section is characterised by significant fluctuations in water levels, reaching approximately 440 cm annually. Therefore, the redevelopment of the Vistula embankments prioritised solutions aimed at flood protection and adapting the embankment for the mooring of vessels.

A key challenge was to facilitate access between the boulevards and the urban fabric of the Old Town and Powiśle, which are separated by the expressway. On the side of the urban fabric, the stairs of the existing underpasses have been replaced by ramps and a lift, and a new underpass has been constructed at Bednarska Street. From the Wisłostrada side, the underpasses provide direct access to the boulevard’s promenade level. The underpasses have been fitted with mobile flood protection systems that close the passage in the event of high water.

Infrastructure and attractions

The northern section of the boulevards is designed in a style reminiscent of a classic boulevard layout, featuring a mooring quay and greenery. Due to the flood-prone nature of the boulevards, the quay is free of permanent structures. The promenade features distinctive pavilions.

Pavilions

The pavilions serve as service, catering, exhibition and information facilities. The buildings have been designed as lightweight, single-storey modular structures. The pavilions can be dismantled, and are additionally equipped with systems allowing them to float on the water’s surface during flooding. We lease the pavilions to external entities on the basis of competitions and tenders.

Marinas – pavilions (barges)

The quay is adapted for mooring vessels and four floating marina-pavilions on the water, known as barges. The mooring points are equipped with mooring cleats and bollards, as well as utility supply points. The barges serve as boat landing stages, enhanced with cultural, entertainment and catering facilities. Each facility has a public toilet.

Attractions

At Podzamcze, there is a viewing point offering a view of the historic part of the city and the greenery on the right bank. The terrace is situated 4.5 metres above the level of the boulevard promenade. Between the structural frames is a lift facilitating access to the viewing platform. The viewpoint is positioned parallel to the river’s current, which minimises the structure’s impact on the flow of potential floodwaters.

In the central part of the boulevard, there is a water-based recreational area combined with a fountain.

The central section of the boulevards features exhibition spaces designed for artistic activities, exhibitions, happenings and outdoor cultural events.

The Warsaw water gauge has become a distinctive feature of the boulevard. This sculptural and hydraulic element consists of a spatial arrangement of columns indicating water levels at various times, along with a colour-coded column showing the current water level in the Vistula.

The final, shortest section of the promenade, completed in 2019, has reorganised the space in the strip between Wybrzeże Kościuszkowskie and the Vistula.

A distinctive feature of the space is the sports zone with a skatepark and an outdoor gym, as well as a relaxation zone with hammocks near the Świętokrzyski Bridge. This is also where part of the Vistula River light gallery was created, where, in addition to murals, we can admire large-format graphic projections on the bridge piers, the ‘Vistula District’ neon sign, a distinctive mosaic and a rainbow tunnel, complemented by a soundscape featuring recordings of the calls of birds found along the Vistula.

On the viewing axis of Tamka Street, a distinctive square has been created featuring a misting fountain, which crowns the Mermaid Monument, and a water cascade flowing down a vertical wall towards the river.
